　　1. At any rate

　　意思是“不管怎样；至少”，做“不管怎样”解时，用来解释或支持前文的话，相当于in any event，inanycase，anyhow，例如：I think they"re asleep; At any rate,they"requiet.

　　做“至少”解时，相当于at least，例如：It was a mediocre film, but At anyratethere was one outstanding individual performance.

　　在口语中的意思是“Supply with secret or private information; also, warnoralert”，例如：

　　The structure of power within the United States has alsodeeplyaffected the U.S. response to the environmental impact of oiluse.While abundant oil has helped fuel American power and prosperity, it also helped entrench socialandeconomic patterns dependent on ever-higher levels of energyuse.Whether or not these patterns are sustainable on the basis ofworldoil resources, it has become increasingly clear that they arenotsustainable ecologically, either for the United States or asamodel of development for the rest of the world.

　　At the beginning of the twenty-first century, oil accounted for40percent of world energy demand, and energy use was theprimarysource of carbon dioxide, the main greenhouse gas. For thisreason,environmental scientists considered air pollution associatedwithenergy use to be the main threat to the earth"s climate.Increasedenergy demand will only make the situation worse. Inshort, thereare environmental limits to continuing, let aloneexpanding, thehigh production-high consumption lifestyle associatedwith the U.S.model of development. Therefore, the most importantquestion facingthe United States in regard to oil in thetwenty-first century maynot be how to ensure access to oil to meetgrowing demands, butrather how to move away from what is clearly anunsustainabledevelopment path.
