A large (about 85 square miles) and rocky Island, seted byanarrow channel from the northwestern coast of Hispaniola.Theislands name (?le de la Tortue, Turtle Island) refers toitsshape. Viewed from Hispaniola, it resembles a monster seaturtlefloating upon the waves.
Tortuga initially served as a haven for cattle huntersonHispaniola. The Spanish government, based at Santo Domingo,hadabandoned western Hispaniola in 1605, but the colonialmilitiacontinued to attack the hunters. Mountainous andinaccessible tothe north, and with only one harbor on the south,Tortuga offeredsafe refuge. By the 1620s, cattle hunters had arough place ofsettlement near the harbor, where they sold hides tovisitingmerchants.
Sea rovers passing through from Europe found Tortuga aconvenientharbor. The island provides good access around northernHispaniolato the coast of Central America. To the south, Cuba andMexico areeasily reached through the Windard Passage, although thereturnjourney against the wind is difficult. The Tortuga huntsmensoonbegan to supplement their income by piracy. By the late1620s,Dutch fleets had weakened Spanish naval power,encouragingfreelance marauders. To end raids from Tortuga, troopsfrom SantoDomingo invaded the island in late 1630. But theislanders simplyfled to the hills, returning as soon as the Spanishships hadcenter.
From 1631 to 1635, Tortuga was protected by theProvidenceCompany, which already had a base on (Old) ProvidenceIsland, offthe Honduran coast. Anthony Hilton, a former shipcaptain persuadedthe Company to adopt Tortuga and was appointedgovernor. Hilton, amost persuasive rogue, had quarreled with theBarbados governmentand founded a colony on Nevis in 1628. He waschased away by theSpanish the following year, leaving behind largedebts in Nevis andSaint Kitts.
The agreement with the Company was a rue to protectHiltonsbuccaneer associates. Hilton (who died in 1634) never paidtheCompany for the cannon and ammunition it supplied. ThePuritanminister sent by the Company fled after two years to escapehisunruly flock!
Guided by an Irish sailor who had quarreled with Hilton, aforcefrom Santo Domingo sacked the Tortuga settlement in 1635.Spanishships attacked again in 1635 and killed any of theinhabitants theycould find. Soon after, a Captain Roger Floodarrived with 300settlers from Nevis. The Frenchmen still living onTortuga claimedFlood abused them, forcing them to flee toHispaniola.
The French inhabitants requested aid from Philippe de Poincy,theFrench governor-general. To solve his own political problems,dePoincy appointed Jean Le Vasseur governor in 1642. Le Vasseur,askilled engineer, built an impregnable fortress near the harborandcut all ties with France. During the next 12 years theIslandbecame the capitol of Caribbean Piracy. 2

Le Vasseur was killed by two of his henchmen in 1652, but thenewgovernor sent by de Poincy also welcomed buccaneers. InJanuary1654, Spanish troops again drove the pirates out and thistimetried to found a permanent colony. However, when an Englishfleetinvaded in 1655, the Spanish governor withdrew its troops todefendSanto Domingo.
In 1656, soon after the English occupied Jamaica, EliasWattsacquired a commission as governor and recruited English andFrenchsettlers. The islanders soon returned to piracy. Watts wasexpelledin 1659 by a French adventurer and Tortuga fell underFrenchcontrol in 1665 when Bertrand DOgeron became governor.
DOgeron encouraged French settlement along the northernandwestern coast of Hispaniola, creating the French colony ofSaintDominguez. He also imposed order on Tortuga, but never triedtosuppress the pirates, who formed the French colonys bestdefensein wartime. Pirates continued to visit the Island untilFranceoutlawed piracy after 1713. From the 1670s, however, PetitGroavereplaced Tortuga as the main pirate haven in theFrenchIslands.
